Arrest Made in El Paso Animal Cruelty Case

El Paso, TX – David Scott, 46, of Fort Bliss, has been arrested and charged with Cruelty to Non-livestock Animals (3rd Degree Felony) following an incident captured on video outside a restaurant.

On May 29, 2025, investigators responded to a report at the 11800 block of Gateway West after a video surfaced showing a dog tethered to the flatbed of a truck in direct sunlight. The dog appeared to be slipping off and hanging from its collar, unable to reach the ground.

Scott was identified during the investigation and arrested on June 5. He was booked into the El Paso County Detention Facility. His bond was set at $30,000.
